communities under the evacuation orders this morning with water levels rising as the day wears on. we are live with team coverage with the dangers in the north bay this morning, jackie ward and emily turner but first let's get to mary lee tracking the rain overnight. >> that's right. we are tracking the rain and wind on the hi-def doppler but the good news is that it is winding down. the north bay some locations picking up a foot and half of rain which is why the russian and napa rivers are under a flood warning. your weather headlines as you head out the door, wet and windy this morning with widespread heavy rain that is over, thankfully. the wind will be easing up this morning with scattered showers heading through the day. we could see a little bit of sunshine as well. there is the hi-def doppler showing is dry, catching a much needed break into the north bay with rain coming down, especially for the east bay.

martinez has light to moderate rain, concord, walnut creek and down through moraga. the peninsula and south bay, raining from palo alto, sunnyvale, campbell and showers over san jose. due to all of the rain that the north bay has received, we have flood warnings at the russian and napa rivers, sonoma and napa counties due to the small streams and creeks that are flooding. the flood watches in effect for the north bay due to the rain they have received with all of that heavy rain, two days of torrential rain. we will time this out on the futurecast as we take you through the day and when we will catch the much needed break for all of us coming up in a few minutes. let's check in with gianna for a look at the traffic with a look at the wet and windy conditions >> i just checked in with chp to get an update on the trouble spot in san bruno and there has been an official traffic alert

issued at 280 and san bruno with a serious accident. there is a rolled over van with all lanes completely shut down. they are diverting traffic from the san bruno avenue or hop on the one-on-one which is getting a little bit busy. again, northbound 280 at san bruno avenue, all lanes are shut down due to a rollover accident. you can use the one-on-one and traffic okay at sfo but bogging down north into san francisco. look at this parking lot at the bay bridge, slow out of the maze with a 20 minute drive time working your way through this area from the maccarthur maze into san francisco. we have windy conditions on all of the bay area bridges with many accidents along the bay area freeways, 30 minutes from highway 4 up to the maze for the hotspot. the westbound highway 4 for the antioch ride bogging down as well. we get a bit of a break with

the delay on the east shore freeway. we have traffic westbound slow through vallejo for busy ride. if you're trying to get on 37, both directions are completely shut down between atherton and 101 due to the flooding. let's go live to kpix 5 jackie ward to is tracking this historic flooding along the russian river this morning. >> reporter: it is kind of a crazy and scary situation this morning on river road. we were trying to get to guerneville that were stopped at river road and scenic road, one mile and a half from where we are standing right now, and now pushed back to mirabelle road and that is speeding by the river road where people could take a canoe down the road. actually, probably right now. we have just moved after being on mirabelle road, perpendicular to the river road, and the road is completely flooded. we were watching the cars a few

minutes ago barely escaping the water with the water engulfing this area and continuing to get worse. by 11 pm tonight the river will rise up to 46 feet and above flood stage for a full 24 hours before it is receding below 32 feet friday night. the mudslides are a major concern given the saturated ground. someone yesterday was trying to help his neighbor to stay safe >> it was mostly a debate on how to get everybody out with me. they did not want to go. >> reporter: emergency response personnel are specifically keeping an eye on the burned areas from the 2017 tubbs fire and nuns fire with trees likely to come down due to that drenched an unstable ground. it began happening yesterday and sonoma county officials are urging people to evacuate or at the very least stay off the road because the situation is getting worse by the minute and we will probably have to move

again before the show was over with chp pushing us back down river road. it is not far past the signs were you can see the water splashing on the tires as they drive through. guerneville is landlocked right now. you cannot get in or out of the town. on twitter they just said there are evacuation centers and sebastopol and santa rosa that are still accepting people with their pets and they have plenty of supplies and food for both. that is a good word for those that still need to get out and need a place to go. jackie ward, kpix 5. >> that is good to know when we are glad you are pushed back to a safer location and it's scary to see that water rising. another swollen waterway getting closely watched is the napa river, and we have emily turner joining us from napa county. >> reporter: there's plenty of water flowing through the napa

river. i am going to step out of the way so you can see how high the river is, and the water is rushing down the napa river. the good news is that it has hit flood stage overnight. it is not so far causing damage with what stage at 25 feet. it passed that overnight in should be peaking this morning. they have asked the people nearby to monitor the conditions of the rivers that live or work near the low-lying areas but they do not expect significant damage. most of that is thanks to this flood bypass that has been acting as planned. the water began spilling into this yesterday and acting like it should be, keeping the water in the river or in the spillways and the estuaries that they have fixed to ensure it can hold the water. that project was completed in 2015, and so far acting as planned to the relief of the folks in napa. the river is expected to crest two feet above flood stage, and

we hear that it will be around 10:00 or 11:00 this morning. we will watch this closely. the good news is that where we are and has stopped raining, not raining at all this morning. hopefully as the rain begins to taper off, this will also start to go down. live from napa, emily turner, kpix 5. in the meantime the city of santa rosa has broken it single day of rainfall record, and according to the national weather service, more than five inches fell yesterday alone in the previous record was just under two inches, and that was exactly 100 years ago. do not attempt to drive through flooded roads and petaluma they rescued a driver that was driving around the barricades, and they ended up in the flooded ditch. the storm prompted school closures in sonoma county, forestville union, burnsville,

montevideo and emily no high school, west county charter middle school all closed today. we have updated power outages numbers at pg&e with 9000 customers in the bay area in the dark and mostly in the north bay. i am anne makovec at the live news desk taking a live look at hanoi, vietnam outside of the hotel where president trump and north korean leader kim jong-un have been meeting. we just lost our live shot but they have been meeting for couple of hours after meeting in front of the reporters, and here is a clip from that. >> i think the first summit was a great success and hopefully this one will be equal or greater than the first. we have made a lot of progress with the biggest progress our reare talking about denuclearization of the korean peninsula. president trump has been touting the possibilities for the north korean economy in the

the russian river is under flood warning. you can see why as you check out this sign that says how the flooding is. we are watching the russian river continuing to rise. it will crt well above flood stage by tonight. that will be the highest river level we have seen its 1995,

the sixth highest river level ever for the russian river at guerneville. we will timeout the futurecast, rain and wind, coming up it is 6:13 am. this railroad crossing turned into the chaotic disaster after two trains traveling in opposite directions slammed into the truck on the track killing all three in the vehicle on long island last night. the truck tried to beat the train through the crossing with seven people on the trains taken to the hospital, but they will be okay. some transgender servicemembers are set to testify before congress with the trump administration pushing to ban them and pentagon officials testifying before the services arms committee to be question about the transgender servicemembers and whether they affect the war fighting abilities. bow side setback to the partying tables this morning

with district officials estimating the strike to cost $1 million a day, and only 6% of the oakland students have crossed the picket lines to attend school. the district its money from the state based on student attendance with both sides negotiating 12 hours yesterday, but no deal the storm pounding the bay area has been prompting water rescues of the last few days and in graton, they were called to occidental road with a car swept off the highway. a short time later they responded to a van stalled in the high water at the creek and they pulled both people in the vehicle to safety. the tow truck driver was killed in a nasty crash during the heavy rain yesterday afternoon. the victim was working along 101 in sausalito when the pickup >> reporter: lost control and hit him but his name is not yet been released. we are not done with the wet weather get and we have a

lot of act it is on the roads this morning. >> we have a lot of spinouts and cars taking the off ramps a little bit to quickly. there's so many crashes coming in, and these are impactful to your morning drive. let's start to 80 northbound at san bruno avenue with all lanes completely shut down with two cars involved in a crash. women overturned men and paint spilled on the roadway. they are diverting traffic on the san bruno avenue causing a big back up taking 280 northbound. you could use el camino rialto as an alternate but getting a little bit slow but a better choice than to 80. 101 moving okay but as you pass the sfo, southbound 101 a crash at millbrae so be careful. to the north you will see delays into san francisco with the typical slow-and-go ride. it is slow-and-go on the bay bridge, backed up well into the maze with a slow ride off of 580 with all approaches halted

down. we have slick surfaces, metering lights, wet weather and windy conditions, so give yourself a few extra minutes. at walnut creek we have a road closure with the fallen tree with power cables on ygnacio valley road with both directions slight down from civic drive to the walnut boulevard. they say this will be closed for most of the day today, so you may try treat boulevard for an alternate route or the surface streets in and around that area to help you out. at 880 and main street traffic is bogging down and we have a report of a crash on northbound 680 not r blocking one. here's a look at thh y oranics showing trouble spots with closures and flooding. here is one of the more significant ones on highway 116 in guerneville with directions shutdown between the martinelli road and giannetti road.

plan for that along with road closures westbound on 37, and eastbound, you cannot use it both directions between atherton and 101. it is tough this morning. thank goodness we are looking at things winding down across the bay area. in the north bay, you're catching a much needed break and i'm sure you're relieved if you live in the north bay to see it dry this morning. we are tracking light to moderate rain across benicia, concord, walnut tree, alamo through san ramon. light rain from palo alto, sunnyvale through saratoga and los gallos this morning. it is wet and windy in spots and here's the salesforce tower camera showing cloudy conditions. temperatures are in the mid 50s this morning. the wind at 10 miles an hour in redwood city, 17 at half moon bay and 17 at downtown san francisco.

13 in oakland and 16 miles an hour in berkeley. expect wet and windy conditions this morning but thankfully widespread heavy rain is over. still due to the rain in the north they we have seen in the last two days picking up one and a half feet of rain in some spots in the north bay with flood warning still in effect at sonoma and napa counties. the russian river is under flood warning with major flooding with this river, cresting at 46 feet tonight at 10 pm. this is well above flood stage. this is the highest river level its 1995. this is the sixth highest river level that the russian river at guerneville has ever reported. the napa river at napa already cresting above two at half feet above flood stage with moderate flooding at the isalso under fl warning. this is the satellite and radar view showing that stalled frontal boundary that dropped so much rain in the north bay

and kicking out due to that trough of low pressure. the atmospheric river is pushing to the south and things will be winding down. we can all breathe a sigh of relief after all of this rain. here is the future cast at 7 am and we are not done yet with the wet weather. through the day at 4 pm we could see a few bits of sunshine and a few showers as well. as we go through tomorrow we have a chance of a few showers at the inland locations in the south bay with clearing. we will see the wind easing up through the day as well. the sunrise at 6:44 am, sunset at 6:41 pm. daytime highs are where we should be at this time of the year with upper 50s, low to mid 60s. 60 in san francisco, 60 in oakland, redwood city, mountain view and 60 in san jose. tomorrow a few showers possible inland and at the south bay but

we have a storm watch and here is a look at napa county were all eyes on the napa river. the flood stage is 25 feet in a past that last night. the city of napa is asking people to monitor conditions that leave for work in the low- lying areas. caltrans says state highway 121 is closed from lincoln avenue to mccabe road. it is march madness high school style and could san francisco make it second state trip to the semifinals? >> we have all of the starters >> from last year and we are much better the last year, but that does not mean anything. we have to win tonight. it does put a ton of pressure on the coach but i like it. legal and high and cj not feeling the pressure with nigel scoring 17 points, and the knights advancing and playing

parts of the bay area are completely underwater this morning, and where the people are getting told to get out. we should finally get a chance to dry out with the rain moving out, and mary will time it out for us on this wet wednesday morning, february 27. good morning. i am kenny choi. >> i am michelle griego . the bay area is seeing some of the damage that the north they has been experiencing. this tree was brought down in walnut creek overnight. the biggest concern is up north where the national guard has set up the command post in coverage, jackie ward and emily turner keeping a close eye on the russian river and napa river. both have exceeded what station we will get an update on the evacuation orders. hers we check in with mary lee on the current conditions with the rain moving away. >> i think everyone is thankful and breathing a sigh of relief

after the north bay saw over a foot and a half of rain and especially in sonoma county and santa rosa with record rainfall yesterday. getting you out the door for work in school, wet and windy this morning with widespread rain and heavy rain that is over in the bay area with the wind continuing to ease. we are not done with wet weather, scattered showers in the forecast through today but nothing like yesterday or the day before. here's the hi-def doppler. you can see the north bay getting a break from the rain with light to moderate rain across the east bay, tri- valley, martinez, walnut creek, moraga, and light to moderate rain across the peninsula into the south bay, sunnyvale and campbell. we have had so much rain in the north bay for the last two days, torrential rain not letting up with a flood na

russian river in sonoma county and napa county. there's a flood watch for the rest of the north bay. we will time this out with the rest of the rain and wind on the futurecast, coming up. let's check in with gianna for a look at the traffic. >> we have an update on the traffic alert we have been tracking all morning through san bruno this morning with northbound 280 before san bruno avenue all lanes were completely shut down but they open one, the right lane. there are still a lot of cars exiting off of san bruno avenue. it is an overturned vehicle with major injuries. stick with the alternate routes until the lanes are cleared completely, and we see the 101 getting busy this morning with your morning commute. the south 101 at millbrae crash is in the clearing stages. at the bay bridges, the metering lights now on and east of the maze we have all approaches getting delays. we had a crash off of the east

shore freeway slowing things down early. elsewhere, through the south bay, busy one-on-one with brake lights and bogging down at 280- 680 connector. we have a couple of crashes clearing and south 280 at winchester clearing out from the left with the middle lane still blocked at the lawrence expressway making it busy onto the 280 which is busy anyway through downtown san jose. we will check on the mass transit coming up. kpix 5 jackie ward is in sonoma county keeping an eye on the rising floodwaters from the russian river's. >> reporter: this is a crazy site to see. things continue to get worse by the minute. the original goal was to get to guerneville this morning obviously due to the russian river cresting and overflowing but that could not happen. we got stopped at the scenic road, a mile and half from where we are at mirabelle and

river road. we will have to move in a little bit because the chp crews keep pushing us >>. when we first arrived this morning you could still see the pavement on this road but since we have arrived the water has crept up 5 or 7 feet. you need a canoe to get in and out of guerneville right now. the national guard is sure with fire crews focusing on homes with submerged gas tanks. we have seen a lot of street flooding with minor mudslides that had to be pushed off of the roads and it continues to get worse. it is very scary for those people that are here that have not a evacuated. by 11 pm the river will rise up to 46 feet and was at 40.5 feet just an hour ago and i cannot imagine what it will look like. it will stay above flood stage for a full 24 hours before receiving below 32 feet friday night.

the mudslides remain a major concern given the saturated ground. we spoke with the man that lives in guerneville that decided to stay. >> i will be stuck in my house for couple of days but i've all of the food and water i need with generators, gasoline, so i'm set and ready. >> reporter: emergency response personnel are keep an eye on the burn areas from the 2017 tubbs fire and nuns fire with trees coming down due to the drenched an unstable ground. we saw that beginning to happen yesterday. at the very least, stay off the road if you decided to stay and not a evacuated. as we stay here this morning it is incredible to see how quickly the water is rising, swallowing the roadways, parking lots and cars. the car i showed you at 5:30 am this morning, you can see half a bit, and now you can only see a quarter of it. it is incredible. forestville, jackie ward, kpix

5. >> reporter: we see flooding here at the napa river as i get out of the way so you can see what we are talking about. this hit what stage overnight and look at the amount of water flowing through. i was talking to the fire department. he said normally in the summertime or when it's not rainy and parts of the winter it would be dry but clearly not the case now. the flood stage is 25 the but it passed that overnight it should be cresting this morning around 11:00. i spoke with the fire department and they said it looks like it will be earlier before 7 am. the city has asked people to monitor the conditions of the river if they live or work in the low-lying areas but at this point they don't expect or have not seen significant damage. here's the fire department. >> last night was calm and people were staying inside, off the roads. this morning it looks okay it looks like the flood project is

working. we do have localized flooding on some roadways but not what was anticipated, and certainly we hope for what is happening. >> reporter: i have here live and you are looking at the flood doors, part of the flood project completed in 2015 here and napa, and 2006 was the worst the part apartment says as far as flooding was concerned. this project was completed in 2015 and put to the test, and clearly working as planned. he says this is as bad or not, could be worse than that 2006 flooding. he said they will have to clean up, likely starting in the next hours but the cleanup they will happily take in comparison to the flooding of roadways with businesses and homes. emily turner, kpix 5. parts of west marin are flooded this morning, and this

creek nearly touching the bottom of the bridge yesterday with the water filling yards, and this reservoir looks more like a raging river. it is not only the flooding but the mud is causing problems. yesterday the mudslide shutdown bohemian highway in both directions and no word when that will be reopened. we continue to follow this damaging storm system and the affects. for complete list of alerts, warnings, along with the updated forecast head to our website at kpix.com. switching gears, president trump with the highly anticipated summit in vietnam, wrapping up day 1 with this summit with north korean leader kim jong-un. the president came face-to-face with -un and before dinner they private one- on-one, president trump saying

it is a wet and windy start to the day as we focus on the east bay with light to moderate rain from concord, walnut creek, alamo and san ramon. at 680 we had a wet start and we will time this out on what to expect with all of us getting drier weather, the futurecast coming up. there is a new plan on the table to ease the traffic in los angeles county but it will the uber and lyft taxes up for for tomorrow and transportation officials say money earned will help to fund transportation projects and urge wide -- ridesharing customers to carpool or take mass transit rather than taking the uber or lyft ride along. the housing market and political tensions weighing down the stock market.

>> kcbs radio financial reporter jason brooks with this. >> for the housing market decent news for change and the mortgage bankers association says the purchase index rose up 6%, this as mortgage rates remaining around the low's level in a year, and the fixed 30 year rate moving down to 4.65% on average. the market is looking for rebounded 2019 after the tough 2018. it got off to a tough start on home construction with the government reporting new home construction in december plunging by 11% with home prices getting weaker in december in certain markets like san francisco. the stock market is dealing with the political concerns today with pakistan reportedly sitting down two indian jets and a heated conversation between two nuclear armed foes,

and with president trump meeting with kim jong-un in north vietnam. the dow down 26, nasdaq down by 5, s&p down by 2 points. santa clara palo alto networks up by 9% on the result. back to you. that is kcbs radio financial reporter jason brooks. back to the storm watch with a live look at interstate 80 in truckee. right now i-80 is completely shut down between baxter and the nevada state line due to the snow, whiteout conditions and hazardous roadway but no word on when that will reopen. at south lake tahoe u.s. highway 50 open but tire change required. let's check on the traffic with gianna, shutdown and you've been saying that all morning long >> it's been that kind of morning with these issues and now we have a crash with pepper white some time with northbound 280 at san bruno avenue with a

few cars involved in a crash with all lanes shut down but now opening one. they have the right lane open with traffic squeezing through but diverting a few cars off the freeway at san bruno avenue. it is a rough ride on 280 this morning. you could use highway 30 five crystal springs or el camino as an alternate. we are looking at 101 in the green which is good news for that trouble spot south 101 at millbrae not affecting the drive north down. it is a heads up for the traffic alert and busy along the 680 along the creek and the down the hill area with the trouble spot at danville boulevard with another accident reported at main street southbound 680 causing a backup. also major trouble spots working your way on ygnacio valley road c to walnut boulevard due to the downed trees and power cables

in the roadway. they have said it will take 12 to 15 hours to get this clear to use treat boulevard as an alternate if you can. traffic southbound with hail lights seeing the slow-and-go conditions through this area. the metering lights are on at the bay bridge backed up will be on the maze at this point for slow ride off of 580 and 880 with the san mateo bridge seeing delays westbound with a wind advisory in effect or some of the bay area bridges. it is gusting across the span with the richmond-san rafael bridge walking down westbound. 11 minutes from castro street so heads up. we are dealing with wet and windy weather. thi-def ppler a if you are hon see locations getting a wet start to the day. the north bay no longer has heavy rain but tracking strong sales -- cells popping up from

st. helena eldridge, windsor, and also showers stretching from san francisco down for daly city, south san francisco with light rain across the bay bridge. in the east bay concord, starting at creek with light to moderate rain and down through alamo, san ramon and wet and raining over oakland this morning. across the peninsula, south bay into redwood city, palo alto, campbell, over san jose with a wet san jose camera this morning. temperatures in the low to mid 50s as we start the day. we are tracking the wind with 10 mile an hour wind in hayward, redwood city, sfo the south oakland with 60 le an hour wind in berkeley out of the south. we expect a wet ndd wian finally over. where looking at scattered

showers heading through the afternoon. we are not done yet but widespread heavy rain is now ending. we are looking at flrningsue aa the rain into the north bay for the last two days for sonoma and county flood warnings for the napa county and sonoma county. the flood stage, cresting tonight with the highest river level since 1995, the six highest river level of the russian river at guerneville ever recorded. at the napa river, crested with moderate flooding, 2.5 feet above flood stage. here's the satellite and radar view showing that stalled frontal boundary bringing torrential rain over the last two days into the north bay with that trough of low pressure kicking out the front with the atmospheric river pushing to the south. we are beginning to see changes with more quiet weather.

side. michael cohen will be grilled by 42 members of congress with 24 democrats, 18 republicans each getting five minutes. even if everything goes as planned, this will last a minimum of 3.5 hours, and everything probably will not go as planned. we know republicans have big objections to the fact that michael cohen is testifying. they have big issues with his credibility with the ranking republican, jim jordan of ohio, calling it beneath the dignity of congress to congress says is very important to hear from michael cohen even though he has a history of lying to congress. i spoke with brenda lawrence from michigan. she said she wants to ask michael cohen about his claim that when he wanted to testify earlier he felt intimidated. she wants to know who intimidated him and she wants to know more about the financial crimes laid out in

michael cohen in the amount of $35,000, but this one is signed by donald trump jr mac. what is the significant of that? >> it is a suggestion that there are more people involved in the cover-up. >> this is signed by not only donald trump jr but the cfo of the trump organization, allen weisselberg cooperating with the special counsel. >> he has immunity, unlike donald trump jr, and that could open these two men up to possible exposure but what are they telling special counsel and federal prosecutors. it's not a crime to live publicly that they make sure it is straight or supported by the evidence when speaking with robert mueller investigators or new york investigators. >> you can see the 42 members of congress gathering and beginning some of the questioning with each one getting five minutes in order to question michael cohen.

this could be an extraordinary hearing today with many questions, and is there anything out of bounds they cannot discuss? >> there is agreement that michael cohen is not supposed to talk about the ongoing special counsel investigation into the 2016 election. out of respect for robert mueller they agreed not to question him and as we son the opening statement he is referring to wikileaks and trump tower. i spoke with sources on why he can talk about that and they said with those comments, suggesting that the president knew about what was going on with wikileaks and the trump tower meeting they are referring to pollution and alluding to the fact that the president may have lied >> we have talked about the russian involvement in the 2016 election and intelligence agencies said that russia was trying to ensue chaos in the election but this is an extraordinary piece of information today that michael cohen in his testimony will
